The COVID-19 Relief Pennsylvania Statewide Small Business Assistance program will provide grants ranging from $5,000 to $50,000 to small businesses that have been economically impacted by COVID-19. The Pennsylvania CDFI Network, a coalition of 17 Community Development Financial Institutions (CDFIs) that will support small businesses throughout the Commonwealth to access the grant funds, has issued an initial fact sheet.

Please note that this is not a first-come, first-served program and that there will be multiple rounds of application windows. The application window for the first round of funding is expected to open on June 30th and remain open for 10 business days.

Though this fact sheet contains the most updated information, it is anticipated that there will be future updates as more details are finalized. With this in mind, it is recommended that interested parties also visit https://pabusinessgrants.com/ to stay apprised of news and updates.

    Dear Colleagues,

With the majority of Pennsylvania's counties in the green phase of reopening and the remaining counties on the verge of moving to green, I hope you are beginning the summer with a spirit of optimism. Though severe damage has been done by the COVID-19 crisis, there is a shared hopefulness that the worst is behind us so that we can all more fully turn our attention toward playing key roles in leading an aggressive recovery. As you continue to do essential work in your communities, PEDA - as your state association - continues to seek opportunities to provide the information and support that will help you to best meet your communities' needs. We were pleased to organize a reopening roundtable "Zoom" forum this month to allow members to exchange ideas and to begin strategizing about what's ahead. Attendance and participation were strong, as we anticipate they will be for the recently announced round of virtual regional member meetings. We will continue to seek more opportunities like these in the future, ensuring the ongoing exchange of best practices.

On a more pragmatic note, discussion has gone on for weeks regarding how to handle the Fall Conference planned for Valley Forge. After much debate and careful consideration, we have decided to postpone the October 2020 event until October 2021. The prospect of a conference with masks, social distancing and reduced crowds just didn't feel right and would not be representative of the kind of first-class event with which members and partners have become accustomed. We recognize that benchmarking, information exchange and camaraderie are the hallmarks of PEDA conferences and we certainly plan to develop other programs and forums to assure we continue to provide these benefits to our members in the interim.

Outreach is underway to sponsors and exhibitors and separate communication will be sent to professionals who had previously agreed to have their 2020 Spring Conference registrations shifted to the 2020 Fall Conference. In the meantime, here are a few quick updates regarding PEDA's ongoing efforts to meet our members' needs.

Advocacy: PEDA's government relations team continues to actively engage legislators and agency leaders in the pursuit of funding to assist the economic development community now and in the days that follow this crisis. Information continues to be shared as it's available, but it is critical that we engage with our legislators, individually, to educate on the impact of our collective efforts and to advocate for the resources necessary to help our communities survive and thrive.

Member Forum: As mentioned above, the Reopening Pennsylvania forum for PEDA members produced high attendance, active engagement and a recognition that future offerings of this type can be scheduled as frequently as needed and with relatively little lead time.

Sustainability Survey: This past month, a survey was conducted through PEDA's EDC committee to explore the ways the pandemic has impacted organizations and how PEDA can help. Initial results were shared with members and subsequent surveys are being considered.

Regional Member Meetings: This year's series of regional member meetings will be held via Zoom. Though members are invited to participate in the meeting that best suits their schedules, our general objective is to have each meeting comprised of members of a particular region of the state (i.e., Western PA, Central PA, and Eastern PA).

Communications: PEDA will continue to keep you aware of key developments and, as the amount of resources and information being made available grows, we encourage you to frequently visit websites for the Office of the Governor, the Pennsylvania Departments of Community and Economic Development, Labor and Industry and Health, the Small Business Administration, RestoreYourEconomy.org and others.

Thank you for your support and, as always, we welcome any thoughts or ideas on how PEDA can add value to your organization. In the meantime, I wish you the best as you focus on economic recovery efforts within your communities.

The COVID-19 pandemic has impacted the way we lead our organizations and support our businesses in communities across Pennsylvania. Difficult decisions have had to be made - including this past week's call to cancel PEDA's 2020 Spring Conference - and more will be faced in the recovery ahead. Yet, despite these challenges, I have found it heartening to see the enhanced level of dialogue between and collaboration among economic development professionals and partners as we all seek an expeditious path back to normalcy that takes into account our citizens' physical and financial wellbeing.

I'd like to thank the many members and partners of PEDA who have provided and continue to provide thoughtful insight regarding funding and policy around COVID-19, including, but not limited to, the COVID-19 Working Capital Access Program (CWCA). As many of you know, there is an ongoing recovery-related dialogue between PEDA and DCED leadership and we have offered them a number of concepts to keep in mind should an additional round of CWCA funding become available. A few highlights of these thoughts are provided below, each of which recognizes that the processes associated with the first round of funding were necessary to meet immediate objectives and that a prospective second round of funding would allow time to develop new, strategic processes for deployment.

    • Establishment of Allocations: Allocating funds by community (which could be a PREP region, county or CEDO, for example) would ensure professionals with their fingers on the pulse of their respective business communities could be more strategic in vetting applicants and provide a measure of equalization in assuring businesses with the most pressing financial needs are top priority.
    • Calculation of Allocations: This could be based on a variety of factors, ranging from proportionately allocating monies to PREP regions based on population (assuring urban, rural and suburban areas of gaining access) to allocating dollars based on the timeframes in which communities are expected to reopen (The later the phased opening, the more funds should be made available.).
    • Expiration of Allocations: To prevent funds from sitting unused in one community's allocation while businesses' needs remain unmet in other communities, a date could be established on which any funds allocated to a community and unused could be rolled into the general program fund for distribution on a first-come, first-served basis anywhere across the state.
    • Timing of Application Period: To allow adequate time for a community to ramp up and communicate with their businesses, the application period of a second round of funding should be pushed out to July and announced as soon as possible.
    • Inclusion / Omission of Certain Industries: A strategy should be developed to determine what businesses should be included, focused on or excluded in a future round of funding. Eligibility could be determined by, for example, NAICS codes, annual revenue, number of employees, etc.
    • Other: Other suggestions focus on allowing some level of compensation to help CEDOs defray costs, adjusting the DSCR, expanding the term to a straight 10 year term, etc.

Please continue to share your recommendations and stories of creative ways in which you're serving the needs of your communities and, recognizing you may be inundated with offerings from many providers, let us know where PEDA can help to meet your recovery-related training needs.

As a result of the rapidly evolving COVID-19 crisis, the world is a much different place than it was just a few short weeks ago. Accordingly, the Pennsylvania Economic Development Association (PEDA) understands this year's legislative process will be unlike any we've seen in modern times and has focused its advocacy efforts on securing the programs, funding and flexibility that will enable its members and partners to pave a path that will allow our business community to stabilize, recover and return to prosperity as quickly as possible.

However, House Bill 1822 was amended this week to allow for the freezing of several funds, including the Pennsylvania Industrial Development Authority (PIDA), Ben Franklin Technology Development Authority Fund and PA Infrastructure Bank funds.

Please visit our Action Center today to oppose this legislation and any other measures that strip us of the tools needed now more than ever to help the economy of Pennsylvania recover. With just a few quick clicks, you'll be able to send letters to your legislators, the Governor and local media either using the prepopulated content or your own customized language.
